1.    CONTINUED PUBLIC HEARING OF THE APPEAL OF LANDMARKS  PRESERVATION COMMISSION DESIGNATION OF THE WEST BERKELEY SHELLMOUND AS A LANDMARK, THREE BLOCKS  BOUNDED BY UNIVERSITY AVENUE, HEARST AVENUE, I-80 AND   4TH STREET

Richard and Charlene deVecchi and the 620 Hearst Group, LLC have appealed the decision of the Landmarks Preservation Commission to designate The West Berkeley Shellmound as a landmark which includes:  three blocks bounded by University Avenue, Hearst Avenue, I-880 and 4th Street, including: 620 Hearst Avenue, 1912 2nd Street, 1930 2nd Street, 1920 2nd Street, 642 Hearst St., 701 University Avenue, 1900 4th Street and the northbound off-ramp (eastern side) of I-880, the public right-of-ways of 2nd Street, 3rd Street and 4th Street between Hearst and University Avenue, the railroad track bed on 3rd Street tracks identified as parcel 057-2104-00300 (this is not a public right-of-way and has no street address). 2.    APPEAL OF A PLANNING COMMISSION DECISION TO    CONDITIONALLY APPROVE TENTATIVE PARCEL MAP 6924 FOR THE CONVERSION OF FOUR RENTAL UNITS TO FOUR    CONDOMINIUM UNITS AT 1177-83 DELAWARE STREET.

Kenneth Schmier, applicant, and David Darlington, tenant, have appealed the Planning Commission's decision conditionally approving Tentative Parcel Map 6924 for the conversion of four rental units to four condominium units at 1177-83 Delaware Street. 3.    APPEAL OF THE LANDMARKS PRESERVATION  COMMISSION DESIGNATION OF THE SWINK HOUSE, COTTAGE AND GARDEN AT 1525-1529 SHATTUCK AVENUE AS A BERKELEY STRUCTURE OF MERIT.

Adolph and Patricia Meyer (owners), have appealed a decision by the Landmarks Preservation Commission designation the Swink House, Cottage and Garden at 1525-1529 Shattuck Avenue as a Berkeley Structure of Merit.  For further information, contact Greg Powell, 705-8114.

4.    CABLE TELEVISION RATES AND CHARGES FOR THE BASIC SERVICE TIER AND EQUIPMENT AND INSTALLATION.

The City Council will consider rate and charges proposed by AT&T for the basic service tier and equipment and installation charges as specified in the FCC Forms 1240 and 1205 dated March 1, 2000 on file with the City Clerk and will accept both oral and written testimony regarding the appropriateness, or lack thereof, of said proposed rates and charges under the Rules and Regulations of the Federal Communications Commission.  For further information, please call Rama Murty, Associate Management Analyst, City Manager=s Office, (510) 644-6580.

5.    STATE GRANT: CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS)

This proposal authorizes the City Manager to accept approximately $243,000 from the State of California, Citizen's Option for Public Safety (COPS) Program, to be used for youth recreation and service programs in South and West Berkeley.  For further information, please contact Doug Hambleton, Police Department, 644-6113.
