February 26, 2002 Public Hearing:
The Berkeley City Council will be conducting another set of public hearings for the purpose of redrawing City Council district boundaries based on the 2000 census figures, to include adjusted census figures if available. The redistricting plan adopted by Council on October 16, 2001 was suspended from going into effect as a result of a successful referendum petition. The Council repealed the adopted plan and has approved a new schedule for receiving proposals and conducting public hearings on proposed plans. The Berkeley City Council will conduct public hearings on February 19, 2002 and February 26, 2002 to review any and all redistricting proposals submitted by members of the public or councilmembers.
The Council is expected to review and take testimony on the submitted plans at the Council meeting on Tuesday, February 19, 2002 starting at 7:00 p.m. in the Council Chambers, 2134 Martin Luther King Jr. Way.
At the close of the public hearing on February 19th, the Council is expected to give direction to staff related to one preferred redistricting plan and may direct staff to further modify the plan and prepare maps and/or analysis. A second public hearing has been scheduled for February 26, 2002 to take public comment on the preferred plan. At the close of this public hearing the Council is expected to approve a plan and direct staff to prepare a Redistricting Ordinance for first reading at the Council meeting of March 12, 2002. Second reading and final adoption of the plan is expected to occur at the Council meeting of March 19, 2002.
The Council must have a redistricting plan adopted no later than April 1, 2002 in order that the new council district boundaries be in effect for the November 5, 2002 general municipal election.
Anyone wishing to speak at either public hearing may obtain a speaker card from the City Clerk at the start of the Council meeting up until the close of the public hearing.
