December 17, 2002 Public Hearing:

  1. Extending Residential Permit Parking

    Conduct a public hearing and adopt a Resolution amending Sections 25E, 25J, 25M and 25N of Resolution No. 56,508-N.S. by adding subsections to extend residential permit parking (RPP) on California Street, between University Avenue and Berkeley Way, on Russell Street between Milvia Street and Otis Street, on Wheeler Street, between Prince Street and Woolsey Street, and on Hearst Avenue between Franklin Street and West Street.

    The expanded RPP Program was approved by the City Council on February 7, 1989, after certifying the associated Environmental Impact Report (EIR). The RPP Program allows for residents to petition the City to “opt-in” or “opt-out” of the Program. The process requires submittal of a petition containing the names of residents from at least 51% of the dwellings with addresses along the affected block, and that a parking survey of the blocks shows that 75% of the available on-street parking spaces are occupied during the mid-morning and mid-afternoon time periods. In addition, the block petitioning to opt-in should be included in the existing residential Study Area boundaries covered by the EIR certified by the City Council on September 27, 1988, in accordance with the California Environmental Quality Act (CEQA) guidelines.
