February 18, 2003 Public Hearing:
 

  1. Increasing Residential Preferential Parking Fees

     

    Recommendation:  The City of Berkeley Department of Finance is proposing increases in the following permit fees: a) annual residential preferential parking (RPP) permit from $21 to $30; b) 1-day permit fee from $0.50 to $2;  c) 2-week permit fee from $2 to $20; and (d) Annual In-Home Care permit from $21 to $30.  They are also proposing increases in fees for merchant permits (from $75 to $100); Community-Serving Facility permits (from $21 to $100); and 1-day Senior Center permits from $.50 to $2 if these permits are continued as part of the RPP program. The proposed increase to the fee structure is intended to assist the City in covering more of the costs associated with the Residential Preferential Parking Permit Program. These fees have not been adjusted since the inception of the Program in 1981 and do not support the entire operating cost of the program, which includes establishing, maintaining, administering, and enforcing the RPP Program for the City.

     

    Four City departments have significant involvement in this program:  City Manager’s Office of Transportation, Finance Department, Public Work’s Traffic Engineering, and the Berkeley Police Department.  These fees will help offset Parking Enforcement staffing costs to enforce the parking restrictions in the RPP areas, Office of Transportation costs to manage the expanding program, Finance Department staffing costs for administration and sales of parking permits including costs for adjudicating citations contested, and processing costs of the RPP Program such as materials, stickers and associated costs.  Increasing these fees will allow for the recovery of a portion of the actual costs of managing, administering, and operating the Program. The revised fee structure will generate approximately $200,000 in additional revenue per fiscal year beginning July 1, 2003 to the General Fund.
