September 16, 2003 Public Hearing:

  1. Proposed Fee Schedule for Residential Rental Property Owners Rental Housing Safety Program

The City of Berkeley Housing Department is proposing to revise the fee structure for inspection services rendered through the Rental Housing Safety Program (RHSP).  The RHSP includes all housing code enforcement activities, such as inspections of units and buildings initiated by tenant-complaints when housing code violations are suspected.  The Program also includes both random and selective inspections of tenant-occupied units and buildings to identify existing or potential housing code violations before they compromise the safety and well being of tenants.  Lastly, the Program includes monitoring of safety checklists and gas-heating inspections for all rental units in Berkeley pursuant to Ordinance No. 6,651-N.S. adopted by Council on August 23, 2001 and Ordinance No. 6,761-N.S. adopted by Council on July 15, 2003.  These combined activities are designed to have property owners, tenants, and the City take preventive measures to improve the safety of rental units, and expedite the correction of identified housing code violations.

The proposed change in fee structure does not revise the adopted annual fee which continues to be $17.00 per unit for all residential rental units in Berkeley, including single-family residences and duplexes, and $8.50 per room for all residential hotels and boarding houses with five or more rooms (per Resolution No. 62,186-N.S. adopted on July 15, 2003).

The proposal revises the housing code inspection fee schedule for residential units and buildings cited for housing code violations.  The new schedule of fees will increase to the following levels if approved by the City Council:
