 Consent Calendar

The Agency will consider removal and addition of items to the Consent Calendar prior to voting on the Consent Calendar. All items remaining on the Consent Calendar will be approved in one motion.

1.         Minutes for Approval
            From:  Executive Officer
            Recommendation:  Approve the minutes for Agency meeting of:  a)
            March 21, 2000.

            Action:  Moved, seconded, carried (Shirek/Breland; Absent -
            Armstrong, Spring, Woolley) to approve the minutes.

 Public Hearing

2.         West Berkeley Redevelopment Plan
            From:  Executive Officer
            Recommendation:
  Conduct a public hearing and upon conclusion adopt
            two Resolutions: 1) amending the Five-Year Berkeley Redevelopment
           Area Implementation Plan to add the I-80 Overcrossing Project, and 
           amending the FY 99-00 Agency Budget to allocate $1,270,584 BRA
           funds for the I-80 Overcrossing project; and 2) making findings for use of
           Berkeley Redevelopment Agency funds.

           a.            Parks and Recreation Commission Report

           Recommendation:
  The Redevelopment Agency/Council redirect funding
           currently earmarked for the Central Parking Facility to other underfunded
           public improvements in the area, including the I-80 Pedestrian
           Overcrossing and various improvements along Addison Street.

            b.            Transportation Commission Report
            Recommendation:
  Realloate the $3,000,000 currently allocated to the
            West Berkeley parking garage to the I-80 Bicycle/Pedestrian
            Overcrossing and other eligible projects.

            c.            Redevelopment Project Area Commission Report
  
          Recommendation:  Adopt a policy that the  project area funds will be
            spent within the West Berkeley Project Area of the immediately adjacent
            areas, on priority projects identified in the Capital Improvement Plan,
            including transit station improvements, parking improvements, a transition
            to the I-80 Overcrossing, and other streetscape improvements; and 2)
            notwithstanding the above, Redevelopment funds will be allocated in an
            amount not to exceed $1,270,584 for the I-80 Bicycle/Pedestrian
            Overcrossing.

            Public Testimony:
  The Chairperson opened the public hearing.  24
            speakers.  Moved, seconded, carried (Worthington/Spring; Noes -
            Armstrong) to close the public hearing.

            Action:
  Moved, seconded, carried (Worthington/Maio; Abstain
            Armstrong, Woolley) to adopt Resolution No. 1183 and Resolution No.
            1184, recommendations of the Executive Officer and the Redevelopment
            Project Area Commission.
 

3.         Minutes for Approval (removed from Consent Calendar of March 21 by Agency Member Worthington)

  Approve the minutes for Agency meeting of:  a) December 7, 1999 (regular).
