authorizing the Executive Director to execute a contract with Garcia and
Associates for a cultural resources study related to the Redevelopment
capital projects, including the Berkeley Rail Stop/Transit Plaza project;
and 2) allocating Redevelopment funds in the amount of $180,714 for the
