FIVE-YEAR IMPLEMENTATION PLAN
TUESDAY, NOVEMBER 25, 2003 – 6:30 P.M.
In accordance with the Health and Safety Code Section 33490 of the California Community Redevelopment Law (CRL), the City of Berkeley Redevelopment Agency (“Agency”) prepared and adopted a Five-Year Implementation Plan in 2000. The purpose of the Implementation Plan was to identify specific goals, programs, projects, and estimated expenditures for the West Berkeley Redevelopment Project Area for the five-year period from 2000 to 2004.
A report on efforts in the project area, including an explanation of the conditions of blight, the goals and objectives of the Redevelopment and Implementation Plans, tax increment and program expenditures, and redevelopment accomplishments over the five-year term of the Implementation Plan will be discussed in a public hearing at the Redevelopment Agency meeting of November 25, 2003.
The report describes the intent of the original 1967 Redevelopment Plan for West Berkeley, goals and objectives of the 2000-2004 Implementation Plan, and projects identified in that five-year plan. At the heart of this report are a review of accomplishments and an accounting of Agency actions.
According to California Law, the Redevelopment Agency must conduct at least one public hearing during the five-year Implementation Plan term and hear testimony of all interested parties for the purpose of reviewing the redevelopment plan and the corresponding implementation plan for each redevelopment project within the jurisdiction, and for evaluating the progress of the redevelopment project.
