Recommendation: Approve the minutes for Agency meetings of February 22, 2005 (regular).

2. Rail Stop Grant (PDF, 2 MB)

Recommendation: Adopt a Resolution authorizing the Executive Director to: 1) accept and appropriate agreements and any amendments thereto for $641,000 in funds granted by the State Department of Transportation (Caltrans) under the Transportation Enhancement Activities (TEA) Program to fund improvements at the Berkeley Rail Stop/Transit Plaza; and 2) execute a Program Supplement Agreement with Caltrans for the Berkeley Rail Stop/Transit Plaza improvements.
Financial Implications: Grant Revenue – $641,000.

Recommendation: Provide direction to staff to sell the property at 1631 Fifth Street at market value and use the proceeds to develop affordable housing.
Financial Implications: Low- and Moderate-Income Housing Fund Revenue – $275,000.

Recommendation: Transfer the redevelopment agency-owned real property located at 1631 Fifth Street to an organization that meets the selection criteria.

4. Three Contracts: Professional Services for Redevelopment Bond Refinancing (PDF, 285 KB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to execute the following contracts and any amendments thereto for the purpose of assisting the Agency to refinance existing bonds and extend the Agency’s ability to incur indebtedness for the purposes of developing low- and moderate-income housing: 1) with Straddling, Yocca, Carlson, and Rauth for legal services in an amount not to exceed $75,000; 2) with Northcross, Hill, and Arch, Inc. for financial advisory services in an amount not to exceed $65,000; 3) with Seifel and Associates for fiscal consulting services in an amount not to exceed $30,000.
