This meeting will be conducted in accordance with the Brown Act, Government Code Section 54953, Teleconferencing. Any member of the public may attend this meeting at either location. Questions regarding this matter may be addressed to Pamyla Means, MMC, City Clerk, 981-6900.

The Redevelopment Agency may take action related to any subject listed on the Agenda. The Chair may exercise a two minute speaking limitation to comments from Agency Members.

Public Comment on Consent Calendar Items Only


Consent Calendar

The Agency will consider removal and addition of items to the Consent Calendar prior to voting on the Consent Calendar. All items remaining on the Consent Calendar will be approved in one motion. Items removed from the Consent Calendar will be taken up after the "Action Calendar" unless the Agency reorders the agenda. Items that are removed from the Consent Calendar and deemed by the Chair to be controversial in nature will be considered at the end of the agenda. The Chair will call for public comments on items on the Consent Calendar. For each item, the Chair will entertain one speaker in support and ask that persons in the audience who are also in support stand to be recognized. The Chair will then entertain one speaker in opposition and follow the same process for the speaker in support. If the Chair determines that there are several persons wishing to speak to the item, the item will be removed from the Consent Calendar and considered at the end of the agenda.

Recommendation: Approve the minutes for the Redevelopment Agency meeting of September 26, 2006 (regular), December 5, 2006 (special) and March 13, 2007 (regular).

2.   Settlement Agreement Between Berkeley Unified School District and City Of Berkeley (PDF, 245 KB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to commit the Agency's participation in a Settlement Agreement to provide all statutorily required pass through payments to Berkeley Unified School District (BUSD) to the repayment of debt from BUSD to the City.

3.   Grant Acceptance and Funding Agreement: Aquatic Park Connection Streetscape Improvement Project (PDF, 247 KB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to execute a grant agreement and any amendments committing the necessary matching funds for Measure B funding and assuring ACTIA of intent to complete the Aquatic Park Connection Streetscape improvements.

4.   Contract: West Berkeley Circulation Master Plan (PDF, 4 MB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to execute a contract and any amendments with WilburSmith Associates Transportation Consultants in an amount not to exceed $400,000 for preparing the West Berkeley Circulation Master Plan for the period July 1, 2007 through June 30, 2008.

5.   Amendment to Oxford Plaza Revocable Grant Regulatory Agreement (Contract No. R7173) (PDF, 267 KB)

Recommendation: Adopt a Resolution authorizing the Executive Officer to execute an Amendment to the Regulatory Agreement for the Oxford Plaza Revocable Grant which provides that, in the event Project-Based Section 8 assistance to the Oxford Plaza Apartments project is terminated for reasons unrelated to any default by the Borrower under Section 8 requirements, the Redevelopment Agency Board agrees to permit Housing staff and the Executive Officer to consider, evaluate, and, if appropriate, approve increases in the rent limitations applicable to any units occupied by households with an income of no greater than twenty percent and thirty percent of Area Median Income previously covered by Section 8 assistance, to a rent that is affordable to households with an income of no greater than fifty percent of Area Median Income, as necessary for the Oxford Plaza project to maintain economic feasibility in the reasonable determination of the City.
