      Recommendation:  Approve minutes of January 9, 2002.
       

    3. State Proposition 40 - Parks Bond *

      From:  Chair Kamen

      Recommendation:   Recommend the City Council endorse the California Clean Water, Safe Neighborhood, Parks, and Coastal Protection Act of 2002 (a.k.a. Proposition 40) and work for its passage in the March election.

                 

    4. Alameda County Measure K *

      From:  Chair Kamen

      Recommendation:  Endorse East Bay Regional Park District Measure K on the March ballot.

     

  7. ACTION ITEMS

     

    1. Election of Chair and Vice Chair for 2002  *

       

    2. Playing Fields

      From:  Chair Kamen

      Presentation by Doug Fielding regarding playing fields on the Berkeley Waterfront and/or in Eastshore State Park, and possible Waterfront Commission recommendation.

       

    3. Berkeley/Albany Ferry Service

      From:  Chair Kamen

      Presentation by the Berkeley/Albany Ferry Committee on Berkeley’s position on ferry service, and possible Waterfront Commission recommendation.

       

    4. Berth Rate Increase for 2002-2003 *

      From:  Waterfront Manager

      Recommendation:  Consider a 3% increase in berth rates beginning July 1, 2002; eliminate the current houseboat fee schedule and establish a berth rate schedule for houseboats the same as for cruising live-aboards; schedule a public hearing on March 13, 2002 for the Commission to hear comment regarding the new rate schedule for 2002-2003.

       

    5. Insurance Requirement for New Berthers *

      From:  Waterfront Manager

      Recommendation:   Request the Waterfront Manager to proceed with the process of amending the Marina Ordinance to include a liability insurance requirement for all new berthers beginning July 1, 2002.  Further discussion on a reasonable time frame for complete Marina compliance to be held after at least a one-year trial period.
       

    6. Interim Solar Calendar in Cesar Chavez Park *

      From:  Waterfront Manager

      Recommendation:   Approve the proposal by Chavez Circle of Service partnership for an interim solar calendar in Cesar Chavez Park.

                 

    7. Relocation of Flagpole in Aquatic Park *

      From:  Waterfront Manager

      Recommendation:  That the Commission recommend to the City Council the following:  (1) Of the potential sites studied for the relocation of the flagpole, the preferred site would be in the touchdown plaza area at the north end of Aquatic Park; (2) the potential cost of relocating the flagpole will significantly exceed the $500 initially anticipated by Council, and the Commission is referring the issue back to Council for further direction; (3) while the Commission is generally supportive of relocating the flagpole to a more visible location, it does not view the relocation as a park or recreation priority and requests that existing Park Department funding sources not be used to fund the relocation; and (4) because the cost of relocating the flagpole significantly exceeds the amount anticipated by Council, the issue was never forwarded to the Civic Arts Commission for their review and comment on a specific design of the banner to be flown from the flagpole. This step would still need to occur if Council identifies funding for the relocation.

      Alternate Recommendation:  Move the existing flagpole base as per original proposal and leave replacement of the pole and other upgrades and additions to a subsequent action.

      Recommendation:  Discuss report regarding postponing any action pending the City Attorney’s review of the legal implications of the lease proposal.
